On 27.02.2014, K.F. Zatulin is reporting to the S.Yu. Hlazev that he is going to the Autonomous Republic of Crimea with an aim to control the appointment of the trusted persons to the self-proclaimed “Government” of the so-called “Republic of Crimea” who will further the peninsula occupation.
K.F. Zatulin: Yes.
S.Yu. Hlazev: Kostya, so, the new executive authority has been started to be formed there, and, as I see according to Aksenov`s statements, that it is some kind of a coordination council! We need that our “Kmyrik” would not be forgotten and, in any case, people who are in the street, because they do not trust to Aksenov and they may go away.
K.F. Zatulin: Well, I am going to tell you that I`m going there tomorrow early in the morning, so I will try to interfere in this process as far as it is possible.
S.Yu. Hlazev: We need guys who delegated in the street their representatives in that executive authority.
K.F. Zatulin: I understood you.
S.Yu. Hlazev: In other case, they may give up and go away. You know, there is such a risk.
On 06.03.2014, the Counsellor to the President of the Russian Federation S.Yu. Hlazev is giving instructions to the Ukrainian citizen S.V. Aksonov (referred also as Aksenov) (wanted) regarding organisation of conduction of the illegal referendum in the territory of the Autonomous Republic of Crimea.
S.Yu. Hlazev: Sergey Valerevich, good afternoon, that is the S.Yu. Hlazev `s office. Shall I connect you with S.Yu.?
S.V. Aksonov: Yes, yes.
S.Yu. Hlazev: I would like to express some of my thoughts.
S.V. Aksonov: Yes, yes.
S.Yu. Hlazev: So, firstly, I think that the questions for the referendum are phrased badly. It is not only my point of view, we are thinking over here how to phrase them in a way that they would be understood by people definitely. Because a lot of people will not vote just for the words “as a part of Ukraine”.
S.V. Aksonov: No, they are not going. I mean the votes, we do not expect today that they will vote for Ukraine. Just, colleagues are working there, there are about five groups which have already set down there. I mean your compatriots, there are from different organisations, who also brought the prepared materials, which are agreed, so to speak, with the State Duma from the point of view of the possibility of adopting the respective acts by the State Duma.
On 28.02.2014, S.Yu. Hlazev is deciding with K.F. Zatulin the issue of the mass unrest financing and seizure of the regional councils in Odesa (hereinafter also referred Odessa) and Kharkiv (hereinafter also referred as Harkov) regions and the Autonomous Republic of Crimea.
K.F. Zatulin: Well, what else, what else, what else. That is the main line, the main line. I would like to tell concerning the other regions: we financed Harkov, we financed Odessa. So, we received requests from other regions but I slowed it down for now because I have not resolved the financial issue yet and, at last, I will stay alone with these obligations, now Yura paid money to the cossacks, which was promised them by about 10 persons but they gave them a shit, well and so on.
S.Yu. Hlazev: Yeah.
K.F. Zatulin: So, I`m starting to annoy with this financial issue.
S.Yu. Hlazev: So, you say it was paid, so who paid?
K.F. Zatulin: No, that was me who paid, who paid!?
S.Yu. Hlazev: And you paid.
K.F. Zatulin: Sure. Well, there are not large sums: 2 thousand, 3 thousand, such kind of sums. I have three requests for UAH 50 thousand signed by Chalyiy, they are lying there.
S.Yu. Hlazev: Well, we need with them, then you need to develop a budget and I will give it to them, let them work with it.
K.F. Zatulin: Because when you come to this fellow, the thing is that, I don’t know, he looks at you as if you are going to, eventually you don’t have enough to build the third cottage because…painted with the left hand.
After the Crimea temporary occipation, there was an attempt to use the same pattern in other regions of Ukraine, the so-called “Novorosiia project”
On 01.03.2014, the Counsellor to the President of the Russian Federation Hlazev under the order of his leadership is giving the instructions to an unidentified person “Anatolii” (referred also as Anatoliy) to organize the mass unrests and the seizure of the government authorities for ensuring the further invasion of the Armed Forces of the Russian Federation in the territory of Ukraine
S.Yu. Hlazev: Hello, Anatoliy Petrovich, hi! … is Zaporozhe silent, where are did they go?! We know for sure that he has one and a half thousand people. Where are they, where are cossacks? … I have an instruction to raise everybody, to raise the people. The people should gather in the square, require to ask Russia to help against Banderovites. The specially trained people should knock the Banderovites out from the building of the regional council, and then they should gather the regional council and create the executive authority body. The regional body of executive authority should delegate the executive authority and to subordinate the militia to this new one authority… I have the direct instruction to raise people in Ukraine, where we will can to. So, we need to bring people out onto the streets, to do in such a way in Harkov, according to the sample, and to do it as soon as possible. Because, do you understand it, the President has already signed the order, the operation has already been started, and we are informed that the military men are moving out. Why are they sitting there!? We cannot do it by force, because we are using force only for the people support but not more. And if there are no people, so what kind of support may be there? Listen, so, tell him that it is a very important issue and this refers to the country`s fate and, accordingly, the war is on.
On 27.02.2014, S.Yu. Hlazev is discussing by the phone with Kostiantin Fedorovych Zatulin, the citizen of the Russian Federation, member of the State Duma of the Russian Federation of the I, IV and V convocation (the member of the United Russia fraction), CIS Countries Institute Director, the organisation of the immediate mass unrest in Odesa and Kharkiv.
S.Yu. Hlazev: No, we can’t wait. It should be done at once. If anybody is ready, let them start.
K.F. Zatulin: But their opportunities are only in words…
S.Yu. Hlazev: But you should know about it... Well, look… if there are such volunteers…
K.F. Zatulin: At least, there are Harkov and Odessa.
S.Yu. Hlazev: Well, at least they should be recorded. By the way, can you give me their surnames?
K.F. Zatulin: …Well… that is the one whom we worked with … that is “Oplot”… that is the one with whom you met with. And as for Odessa – that is “Odessa Squad”.
S.Yu. Hlazev: Are you sure that «Oplot» can do that?
K.F. Zatulin: They say that they hold people on the square.
S.Yu. Hlazev: Allright, I will ask again.
K.F. Zatulin: I have partially granted their demands. But they have much bigger appetites and they constantly annoy with these questions. As for Odessa, I think that the special character of this city after all….
Hlazev personally resolves the issue of the mass unrest financing and encroachment on the territorial integrity of Ukraine. The trusted person of the member of the illegal armed group “Oplot” Ye.V. Zhylin(wanted) (hereinafter also referred as Evgeniy Vladimirovich Zhilin) Tamara made a call to the office of the Counsellor to the President of the Russian Federation S.Yu. Hlazev with an aim to obtain financing
Office: Hlazev`s office. Good afternoon.
Tamara: Hello. My name is Tamara. I'm calling from Harkov to Sergey Yurevich from Evgeniy Vladimirovich Zhilin from “Oplot”. They had a certain talk and the answer is needed. As for Harkov. Ask, please.
Office: Wait a minute.
S.Yu. Hlazev: Hello
Tamara: Hello, Sergey Yurevich! My name is Tamara. I am from Evgeniy Vladimirovich Zhilin from Harkov from “Oplot” regarding the budget for people. We sent it to Sokolov.
S.Yu. Hlazev: Yes, your contact information… of people, including…. who… well, actually, his contact information, I gave to the one who deals with it. So, they should contact you. They will contact him.
Tamara: Alright, thank you very much, sorry.
The seizure of the Kharkiv Regional State Administration on 01.03.2014. Vacation of the Kharkiv Regional State Administration from the pro-Russian separatists. On 01.03.2014, the Russian Federation citizen Kyrylo F. (hereinafter also referred as Kiril F.)
is reporting by the telephone
to S.Yu. Hlazev about the mass unrest
organisation in Odesa city and the last
gives an order to seize the
Odessa Regional Council immediately
S.Yu. Hlazev: Hello.
Kiril F.: Sergey Yurevich, I report you as follows. So, there were a huge number of people. Write 40. The full square. Well, regarding this Anton…the most important thing is that he invited the ones who vacated of the Supreme Council of Crimean to vacate Odessa. So, there are check-points in the entrance to the Odessa region.
S.Yu. Hlazev: ... well, first of all, it is only the beginning of the process in there. Because for the time being the regional council did not gather and did not adopt the necessary decision that he considers the authority in Kyiv illegitimate and in accordance with the recommendations of the Harkov conference…
Kiril F.: Well, yes… They are afraid and it is not clear whether they will gather the next week.
S.Yu. Hlazev: And that's the point, you cannot leave. We should take this regional council and make it to render the decisions.
Kiril F.: Well, to make it happen, a few persons should fly in order to receive the instructions. Moreover, you told me to bring.
S.Yu. Hlazev: Listen, I… the situation is… developing. The regional council in Harkov was seized, the regional council in Donetsk was seized. We need to seize the regional council and gather the deputies.
Kiril F .: Ok, I understoond ...
S.Yu. Hlazev: And do not go away before it. If you gather in a week, Banderovites and militia will gather there and they will not let anybody in.
Kiril F.: So. What if to bring people tomorrow for a few hours? You will receive them in the morning and then they will come back.
S.Yu. Hlazev: Listen! What`s for will they go for this hour? They need to enter the regional council, gather the regional council, and render decisions and send here a messenger…, if needed. Or are we going to send people there!?
Kiril F .: I understood everything.
S.Yu. Hlazev: Do not hang a leg! The decisions and the decisive actions should be made! The way it was done in Harkov and Donetsk. The regional councils there have been already taken by our guys. We need to do the same thing in here. You get into the regional council and gather the deputies. You should not go away, the deputies should be gathered. Because such gathering and speaking will lead to the defeat.
On 01.03.2014, S.Yu. Hlazev
is giving the instructions by the telephone
to an unidentified person “Denys”
(hereinafter also referred as Denis)
to immediately seize the Odessa Regional
Council in order make the deputies
to make the decisions, including with
the usage of physical power.
S.Yu. Hlazev: Hello.
Kiril F.: Sergey Yurevich, I ask you to say a few words to people who can
S.Yu. Hlazev: Hello
Denys: Hello, Sergey Yurevich, my name is Denis, I'm from Odessa. We have people who are willing, in principle, to act, but we need some concrete, clear, explicit recommendations. What, who will support, will there be guarantees that a few buses won`t come here tomorrow from Kiev and won’t...
S.Yu. Hlazev: So, I can say the following. First, at the moment the Federal Council is voting, has already voted, the Presidential order on using…
Denys: We know, we know.
S.Yu. Hlazev: You know, right? Therefore, it is very serious and you will be supported. Do not worry. Secondly, it is very important for us to have addresses of people to Putin. The mass addresses directly to him with a request to protect, addresses to Russia, etc. Thirdly... this address you already have at the rally. The third point, decisions of the regional councils are very important for us. Therefore, it is important for the regional council to meet now. And it should be ensured the way it was done in Harkov in order it could gather. In Harkov people came in, threw out all the Banderovites, found there ammunition dump, and now they are deactivating it, and the regional council will gather and will also address to our President. Plus, the decision of the regional council that it does not recognize the legitimacy of the Kiev authority and that this authority is the criminal one, and so on. This is a very important thing – to seize the regional council in order to give the deputies the chance to come, and they also need to explain to the deputies that in this situation they are obliged to come and to vote. The one who does not come and does not vote is the traitor, Banderovite, fascist, and so on with all the respective consequences. Being the deputies, they must take the responsibility for the situation in Odessa region. They were elected by people in order they could make decisions. They need to be clearly explained that it`s their duty to come to the regional council session and to make the respective decisions. In parallel, surely, they should be protected from pressure of Banderovites and they should be sure that they are, so to speak, in safe. Therefore, we must take all these buildings under control.
Denys: I understood you. Look, so, the first thing is that we are ready for that but we need to understand the terms. We will be able to organize it today. Do we have time till tomorrow?
S.Yu. Hlazev: Well, theoretically you have, but it’s better if everything will be done by tomorrow morning and the regional council will be confronted with the fact.
Denys: So, after the seizure we will call a session of the regional council, right?
S.Yu. Hlazev: Yes, yes, yes. You just bring them. The way it was done by them… The ones who have doubts should be forced and brought.
Denys: Alright, I understood. Than we will meet in council and… Alright, Sergey Yurevich
S.Yu. Hlazev: And keep in touch with Kiril...
On 01.03.2014,

Valeriy K.: Hello. I need Sergey. Valeriy Kaurov. We have entered into the regional council. I need Sergey.

S.Yu. Hlazev: Hello.
Valeriy K .: Hello, Sergey. Together with the group of activists we broke into the session. I will speak now.
