Political issues between Ukraine and Great Britain

Diplomatic relations between Ukraine and the United Kingdom were established on January 10, 1992. Embassy of Ukraine in the United Kingdom began its work in September 1992. The British Embassy in Ukraine was opened later in the same year.

The actual state of Ukrainian-British bilateral relations corresponds to a high level of mutual understanding, including the issues related to the European integration of Ukraine as well as the development of cooperation in the political, economic, military and cultural spheres. Traditionally, the United Kingdom is an important partner of Ukraine in the economic sphere, in particular in investment cooperation, banking and finance sectors and energy security.

Until 2005, the Presidents of Ukraine twice paid visits to the UK − in February 1993 and December 1995. The Prime Minister of the United Kingdom visited Ukraine in April 1996. The whirlpool events in November-December 2004 in Ukraine drew considerable attention of British political circles and public. As a consequence, the development of bilateral relations between Kyiv and London since early 2005 gained significant boost.

However, complex political processes in Ukraine in 2006−2007, and the focusing of the British political establishment on its own problems negatively affected the development of Ukrainian-British political dialogue. Thus, the development of political relations between Ukraine and the United Kingdom, particularly the intensity of high-level contacts slowed down.

The intensity of bilateral contacts at all levels boosted during 2008-2009. In particular, the President of Ukraine visited the UK tree times: in May, October 2008 and January 2009. As the result of the visit in May 2008, the Joint Statement that officially declared the strategic nature of Ukrainian-British relations was issued. In October 2009 the visit of Verkhovna Rada (Ukrainian Parliament) Speaker to the UK also took place.

Changes in the political leadership in Ukraine and Great Britain as a consequence of the 2010 elections did not affect the fundamental nature of the bilateral dialogue between Kyiv and London. Active political contacts of both countries’ leadership sustained their intensity and efficiency. In particular, in January 2011 within the framework of the World Economic Forum in Davos the President of Ukraine met with the Prime minister of the United Kingdom.

In 2010−2012 a number of visits at the ministerial level took place: working visits of the Minister for Foreign Affairs of Ukraine (6 September 2010 and 3 April 2012). On 13-14 October 2010 the British Minister for Europe visited Kyiv.

The bilateral dialogue in 2012 was marked with the celebration of the 20th anniversary of diplomatic relations between our countries as well as visits of the Prime Minister (27-28 June), the Vice-Prime Ministers of Ukraine (8 February, 3-4 April and 29-30 August).

Meantime, the dynamics of Ukrainian-British political relations at the highest level in 2012 slowed down. First of all, it was caused by the assessment of democratic development in Ukraine.

At the same time, the UK remains a strong supporter of European dimension of Ukraine’s foreign policy, particularly in a context of the signing the Association Agreement with the EU. Our countries closely cooperate in order to fulfil priorities of Ukrainian chairmanship in the OSCE, especially in the sphere of protracted conflicts.

Thus, 13 May 2013 the Minister for Foreign Affairs, OSCE Chairman-in-Office paid a working visit to London. The main purpose of this visit was to obtain a support of the signing the Association Agreement as well as to discuss the issues related to Ukrainian chairmanship in the OSCE. Within the visit’s programme negotiations were held with Foreign Secretary William Hague, met with the members of both Chambers of the Parliament, delivered a speech at the prominent European think-tank – Royal Institute of International Affairs Chatham House.

On 17-18th of September, 2013, Minister for Europe David Lidington paid visit to Ukraine. He met with Minister for Foreign Affairs of Ukraine, the Prime Minister of Ukraine and Head of the Presidential Administration of Ukraine.

During the visits particular attention was given to the future issue of signing the EU-Ukraine Association Agreement at the Vilnius Eastern Partnership Summit this November. Sides also discussed the ways to intensify bilateral political dialogue, including at the highest level, as well as deepening the economic, trade and investment cooperation.

Since the beginning of Russian aggression against Ukraine the United Kingdom has actively supported our country. In this context official London has implemented a series of sanctions and restrictive measures both in unilateral and multilateral formats. Great Britain has actively supported Ukraine within the framework of such international organizations as the United Nations (in particular UN Security Council), UNESCO, OSCE, NATO, EU, CoE. Top and high level political dialogue has been active without precedents in all the history of our bilateral relations. Since the beginning of 2014 the following meetings have taken place: the meeting between Prime Minister of Ukraine Arseniy Yatseniuk and British Foreign Secretary William Hague during the FS visit to Ukraine (March 3), Prime Minister Arseniy Yatseniuk’s meeting with UK Prime Minister David Cameron on the sidelines of the EU Summit in Brussels (March 6); meeting between the President of Ukraine Petro Poroshenko with the UK Prime Minister David Cameron during the celebration ceremony of the 70thanniversary of the disembarkation of the Anti-Hitler coalition troops in Normandy in 1944 (June 6), as well as a number of meetings at the level of foreign ministers of the two countries (March 3, May 7, June 23).

The second half of 2014 was marked by working visit of President Poroshenko to the UK to take part in Newport NATO Summit (4-5 September) as well as by the meetings of President Poroshenko and Prime Minister Yatseniuk with Prime Minister Cameron within the framework of the EU Council (30 August) and 69th UN GA Session (25 September) respectively. The First Lady of Ukraine Mrs Maryna Poroshenko paid visit to Britain to represent a series of humanitarian projects under her auspices.

Humanitarian and technical assistance

The UK Government renders its humanitarian and technical assistance to Ukraine at the bilateral level and under international initiatives.

In particular, within the Good Governance Fund the United Kingdom increased its assistance to Ukraine for 2016/2017 financial year to 12 mln. pounds.

The Fund’s projects are aimed at strengthening the rule of law, reforming police and judicial system, liberalizing/modernizing energy and bank sectors, reforming tax system and improving business climate, anti-corruption and media freedom. Part of the finances goes to the Ministry of temporarily occupied territories and IDP of Ukraine.

Overall volumes of the assistance allocated by the Fund in 2016 (including those distributed within the budget for 2015/2016 financial year) reached 13,7 mln. pounds.

Under the Conflict, Stability and Security Fund (OSCE’s activity support in Ukraine, anti-corruption reform, trainings for Ukrainian militaries) the Government of UK has allocated 14,6 mln. pounds for Ukraine as well as another 6,8 mln. pounds as a target-oriented humanitarian assistance.

As a core element of the military and technical assistance in 2016 the UK Government increased the number of its instructors who train Ukrainian militaries up to 100 (75 – in 2015).

United Kingdom is also taking part in NATO Trust Funds on “Command Control, Communications and Computers” and “Logistics and Standardization” to which the UK’s contribution amounted 400 000 and 200 000 euros respectively.

In September 2016, the United Kingdom announced a further 2 mln. pounds grant for the work of «HALO Trust» in Ukraine – Hazardous Area Life-Support Organization is a British non-governmental organization working on demining and ammunition clearance.

Interparliamentary cooperation

The parliamentary dimension of bilateral relations plays a significant role as well. Ukrainian –British inter-parliamentary dialogue was established in 1993 with the visit to the UK the delegation of Ukrainian Parliament headed by Ivan Pliusch. In 1994 British parliamentary delegation headed by Lord Howe of Aberavon visited Ukraine in order to get acquainted with Ukraine and the work of Ukrainian Parliament. Nowadays, representatives of both Parliaments actively cooperate within the framework of international organizations, such as OSCE and Council of Europe.

The All-party Parliamentary Group on Ukraine created in the British Parliament in January 1992 actively contributes into the inter-parliamentary dialogue between our countries. The main goal of its activity is the promotion of Ukraine-UK relations. The representatives of different parliamentary groups: Conservative, Liberal-Democrat, Labour and Plaid Cymru are members of this APG. It is chaired by the member of the British Parliament Sir Gerald Howarth.

18-20 February 2015 - delegation of British parliamentarians members of the IPU led by John Wittingdale visited Kyiv.

8-9 September 2015 - a group of people’s deputies of the Verkhovna Rada of Ukraine, members of inter-parliamentary relations with the UK S.Zalischuk, O.Ryabchyn, O.Skrypnyk and  N.Katser-Buchkovska visited London.

20-23 October 2015 - a working visit of the First Deputy Chairman of the Verkhovna Rada A.Parubii to London.

22-23 February 2016 –visit of People's Deputies of Ukraine S.Leschenko, V.Ptashnyk, O.Semerak, O.Ryabchyn and A.Shkrum to the UK.

22-25 March 2016 -  visit of People's Deputy of Ukraine, Chairman of Mejlis Refat Chubarov to the UK. During the visit meetings were held with representatives of the Foreign Office, members of the British Parliament, members of the APPG on Ukraine.

In 2016 Ukraine visited the Head of All-party Parliamentary Group on Ukraine G.Howarth and members of the Group Lord Rizbi and Lord Oxford (4-7 April, 15-17 September), MP J.Djanogly (14 September) and the delegation the Foreign Affairs Committee of Parliament UK (16-19 October), which also visited East of Ukraine.
